why the value of voltage or current (Av) gain must less than 1 in electronic?

Your post doesn't make much sense, what are you referring to?
An amplifier has a gain of more than one and there is nothing wrong with that.

It is happen for z-parameter model of a two port network. Gain for current or voltage less than 1 for the experiment.
 

That is only the current gain alpha it is always less than one CE configuration because by applying KCL you get the point that collector current will always be less than emitter current because of the base lekage current

But it is not use transistor only resistor. Can you give more explanation. The circuit only have component power supply and resistor.
A gain greater than one (zero dB), that is, amplification, is the defining property of an active electronic component or circuit, while a
passive circuit will have a gain of less than one.
