Max_transition in synopsys liberty file !

Can we define max_transition on the output pins in the synopsys liberty file ?
 

From Liberty User Guide Vol.1 2009:

max_transition Attribute
This attribute defines a design rule constraint for the maximum acceptable transition time of an input or output pin.


So yes, you can define the maximum transition time for an output pin.
