It can be changed to 0V, 48V supply. And in the same time, the reference can be changed to 24V.
It is also equal to VDD/2.
In fact, voltage is relative value.
There are several possible issues.
- the input will most likely use the 0V as return. You'll need a differential amplifier to change the input reference to -24V without injecting interferences to the input
- a half bridge output stage uses 0V as output return, or would need an output capacitor
- depending on the internal supply topology, 0V possibly draws DC current due to an asymmetrical design
