Perphaps you can try Free and open ARM Cortex M3 and Cortex M0 embedded development tools
It provide free and open sources for Cortex m3 and m0 series, inlcude Nuvoton NUC1xx, LPC17xx, etc.
CooCox provide free software for Cortex m3 and m0 series, in CoIDE, you can share your code and example to others. All the components and examples on CooCox are free and open.

SDCC is opensource c complier for embedded system
then you have forum for TINYOS too

Embedded Linux is a very versatile, mature, stable, open source and widely used Embedded OS. There are distos available for almost any platform from CPU to MCU. I have personally developed several commericial projects based on an Embedded Linux OS.

Reacently I find a very **broken link removed**.(free and open)It is a new, free and highly-integrated software development environment for ARM cortex M3 and M0 based microcontrollers, which includes all the tools necessary to develop high-quality software solutions in a timely and cost effective manner. It integrates CoBuilder and CoDebugger for simplicity and ease of use.

Supported Device:Atmel Energy Micro Luminary NXP Nuvoton ST

Features:
Free to use
-Full functional IDE
-Component-oriented development platform
-Internet-based, efficient integration of network resources
-Integrates CoOS
-Peripheral registers

It's really great ,and I'd like to share with you .You can have a try.
