Need to do level translation *with tri-state*

Hi, I need to connect my uC which is running at 3.3v to a pin on my battery monitor, for which a level high is 4v(0.8*USB_5v). Now this pin also acts as a shut down when tri-stated. How can I assert, High, low, and tristate on this pin without changing my uC to run at 5v logic or having a level translating IC, is there a low cost solution?
 

A 74HCT125 IC performs this 3V to 5V with tristate output. You can get four in a DIP package or just one in SM.
