What could be a good choice for an instruction decoder combinational /FSM

What could be a good choice (in terms Speed )for an Instruction Decoder ,Combinational Decoder or FSM based one ?
 

It all depends. In my experience, FSMs are much faster when the total number of states are small. If you are look at 10+ states in your FSM, the decoder is the right way to go.

combinational is easier to design and implement, use a lesser number of elements, and standard cell libraries are available and also as chops211 said, they support a larger number of states.

Instruction decoder decodes the instruction that is just issued, and no states are involved. I have never seen instruction decoders that uses FSM.
