Voltage gain in power amplifier

Hi,

I'm designing class c Power amplifier.I'm getting 90% efficiency. I'm not able to get voltage gain(gain<1) but I'm getting power gain.Is it ok not to consider voltage gain while designing Power amplifier?.
 

Depends on input and output impedances. If they are the same then you must have voltage gain to have a power gain.

90% efficiency is likely too good to be true.
 
Do I need to include matching impedence when caluclating input and output impedence?
