Andrew,
Connections to power planes should be fairly automatic unless something is not being done correctly.
Your question is very vague. Could you explain a little more about the problem.

This is just one method of many.

Choose a active layer, Click (Drafting toolbar), Click (Copper pour), right click, choose (rectangle), draw the shape, assign the shape to the net, Then (tools) (Pour manager) (Flood).

Under Options (Cntrl-alt-g) you can set up many options for this.

edaedaeda and beepstar, than kyou very much.. One last question, does anyone of you knows how to make a mesh ground and vdd pour in PADS? im so sorry, Im a newbie at PADS but I need to fabricate my board ASAP.

Set pour outline visible, type (po enter), toggles. Select outline, right click, properties, width (small).
Options (Cntrl-alt-g), grids, hatch (big).
Re-pour.
