GSM Output Power Levels. Please Help

gsm power levels

Hi everybody, I have an question regarding GSM phone power outputs.

From what I can understand a typical GSM900 phone radiates at a maximum of 2Watt and because of the TDMA usage the average maximum power level is 250mW.

For a GSM1800 phone the power levels are the half of the above (1W max and 0.125W average)

What I need to know is:

Are the above values the peak (Amplitude) values or the RMS values?

Can you PLEASE direct me to any source that validates that? A book, a paper, an article anything PLZ

My advisor insists on the RMS thing and I need hard evidence to make him change his mind...

GSM uses GMSK so RMS power is the better sense.
How ever the power class is different from the comparison of peak and RMS

In GSM (GMSK modulation) only peak power is measured.
The power measurement is done for more than 100 bursts, and finally is done an average of the results.
