Cheaper to buy ebook rather than printed book??

Hi all.
i hope i didn't post the topic in wrong section.

i am actually from Malaysia, living standard here is very low compared to developed country. a fresh graduate engineer salary would range from RM2,000 to RM2,400 per month(about USD$550 to USD$650 per month).

anyway, i am taking Master degree part time after working. i am working on a thesis on power system protection. and i found this book, Power System Relaying (https://as.wiley.com/WileyCDA/WileyTitle/productCd-0470057122.html), very useful, but the price is very very high, almost quarter of my monthly salary...

i am thinking, would it cheaper not to buy the printed copy of book, instead buying ebook?
 

by using Amazon Kindle E-reader??
9.99 for a ebook??
but i wonder, could this Amazon kindle actually work in malaysia..? i thought it cover US and UK only..

and does the ebook availability cover technical book.. if i am not mistaken, it cover magazine and some novel only..
