cd4046 pll

Hi

I have a theoretical question thats got be a bit stumped
It reads as follows:

"Design a frequency demodulator based on CD4046 PLL. Use phase comparator 2.

**broken link removed**
Data: R1 ≥ 5 kΩ, Rs ≤ 1 MΩ, C1 = 220 pF, VDD =+5 V, fO = 80 kHz,
C2 = 270 pF, fL = fC= ±40 kHz.

Calculate values for R1 and R3."

What I know is that one can get the value of R1 with 'Fo = 0.3/(C1R1)'
What I dont know is the formula to get R3, if anyone can lend a hand I'd really appreciate it.

Thank you very much :D

unfortunataly i missed the deadline for the assignment hehe but at least i now know a world more about PPLs
