Can you please suggest me some good books to refer for PLL design?
Also, can anybody please tell me where can I download the "Monolithic Phase-Locked Loops and Clock Recovery Circuits: Theory and Design" ebook from?

Phaselock Techniques by Floyd M. Gardner

It's kind of old, but it's an excellent reference for PLL design.

Roland Best's book is also OK.

Try the PLL Chapter on Razavi as a start then you can read the CMOS PLL Synthesizers: Analysis and Design by Keliu Shu & Edgar Sánchez-Sinencio
