How to position the gates in a 4 bit decoder layout?

Hi!

I'm doing the layout of a 4 bit decoder.
The problem is that I have no idea how should I position the gates (ands and inverters) to use the lowest number of different metal layers.
Can anyone give me suggestions?

And how many metal layers should I use?

Is this a 4 bit to 16 line decoder? This can be done with 1 metal layer.
