That means we rely upon the electricity suppliers (also known as "utility companies" or "utilities") but if distributed power systems were used we could all be electricity suppliers (or users).

For example, if we had wind turbines for our houses but were not using the generated power we could feed it onto the grid and sell it.

Act of faith means that you assume that something is true without a clear proof.
Faith is something that someone has or not: you do not need a demonstration.
In my opinion that expression is used to say that the possibility to switch on the light in our houses is completely dependent by the utility companies which provide us that service: we are sure that they will always sell us the electricity even if they are not obliged to do it forever.
