Yeah,cic's lab is different from Cadence's.But as far as I know,Cadence only shows it in the training class and prohibits taking it out.

It's a Cadence tool for place and route
Synopsys has Apollo, Astro
Magma has Blast Fusion

I remember SOCE have some little labs under its diectory.

soc encounter lab files

It won't work even if you have umc18 lib. The io lef used in the tutorial is CIC version, not the original version.
