Which language is better to learn in verification ...perl or TCL?

Both are neccessary, most tools (including a lot of verification tools) have tcl interpreters for automating tasks so you should have TCL skills. Perl is very good at processing text which comes in handy very often in verification work - so you should learn perl as well.
