877A at 20Mhz Oscillator problem

Hi
I have a PIC16F877A running at 20Mhz (inchworm ICD).
As the PIC doesnt seem to be running ,I programed the pic with a led blinking programe.

So noticed that the pic is not starting up.
If i touch the crystal pins it starts up sometimes.

I tried some decoupling capacitors with supply pins.

Please help

Check the continuity between oscillator base pins and microcontroller?

In my experience most of the time this problem is due to crystal itself, you need to find good quality OSC, try couple of others also as mentioned by "prajit" check continuity as well.
 

I think I got the problem.

Some sort of ground problem.

I have connected another ground wire from crystal decoupling cap to pwr gnd .

Now chip started.But Inchworm still dead!
