Because the pwm is an output and the A/D is an input, also even if you had a D/A converter you would use the pwm because it's more suitable to drive a motor.
PWM - Pulse width modulation, this means that the output is fully on or off and this reduces losses in the motor driver, if you used a D/A you would have lots of losses.
