How to design a microstrip reflectarray ?

Now ,I am doing some exercises about microstrip reflectarray and I meet some problems.

First,which software should I choose from HFSS ,IE3D and CST?

second,when I followed a example from a IEEE paper --"Design and Performance of a Microstrip

Reflectarray Antenna ". by Ronald D. Javor, Xiao-Dong Wu, and Kai Chang, Fellow, ZEEE

(IEEE TRANSACTIONS ON ANTENNAS AND PROPAGATION, VOL. 43, NO. 9, SEPTEMBER 1995) and I

simulated the model with IE3D.I used the plane wave excitation, but I did not get the same

result.the E-plane pattern is still symmetrical at theta =0, I dont know what mistake I have

made.

Can you help me ?Why I used the plane wave excitation and didnot get the right result?The pattern of E-plane doesnt have a phase shift and symmetrical at theta =zero.

alot of examples of plane wave tutorials specially for phase variation againest frequencies founded in cst2008 new version
