Keep out margin: is usually given to specific cells, mostly for enabling pin access. We know, router will find it difficult to route if number of access points of a particular pin is less than 3. In advanced nodes, the number of access points is reduced to 1. In such situations, we give keep out margin to avoid other cell's pin getting close to it. You can also give keep out margin if your block is congestion prone and a particular cell's pin has very less access points.
Blockage: is given for various reasons. It means, no cell can occupy a particular region specified by the user.
Difference: Keep-out margin is similar to blockage but it is given only in places where the problem prone cells are present. The tool identifies the cell's location by itself and draws the blockage.
