Hi, I want to measure the insertion loss of power divider with signal generator and signal analyzer, so why should we use 10 db attenuation at output port?
 

Because 10dB pad will have a return loss of 20dB adding one helps to ensure that the impedance seen by the DUT is close to 50 ohms resistive.

If you want to characterize accurately the insertion loss of a power divider (or a splitter), actually you have to provide AT ALL 3 PORTS a 10dB attenuator to get good resistive impedance at those ports.
