I've been working on PCIe for two years, and I have not read PCI fully yet.
To me, wherever PCI knowledge is needed in reading PCIe SPEC, the latter would clarify it. All you need to do is read the PCIe SPEC, and find the reference part in PCI if necessary.
PCIe is drastically different from its predecessors. So don't waste time on something outdated.
