hi,

A RF amplifier of GSM band , is rated as 30 watt average power and Channel output power 14dBm/30KHz. What does it mean?

The total power delivered by the power amplifier refers to the full GSM spectrum. Typical channel bandwidth is 30 kHz (many channels transmitted at once), therefore 14 dBm is delivered for each channel.
