Altium Clearance Rule question, newbie user > easy fix maybe!

Hello all, I am creating a Pcb with Altium Dxp for the first time.
Simple issue: The default clearance rule on the board specifies 8mil. See here:

This is fine for everything on the board except for some nets which will carry higher voltage, for which I would like to set the clearance to 16mil. I have created the following rule. The nets are listed in the 'First Object...Query' box:

This new rule is set with higher priority than the first rule:

In my current understanding of Altium's rule system, I thought this would require any copper track attached to one of those nets have 16mil of clearance to any other object (with different net). However, the clearances for these tracks still seems to be 8mil:

In the upper right of the editor window, the 'TESTOUT-' track is passing by at less than 10mil from the other pad... and checking the 'Applicable Binary rules' for these two objects, only the default clearance rule shows up.
I'm new at this, so hopefully it's just something easy I missed... Any ideas??

The best way to do this is to create a Net class and add the nets to the class. Go to Design, Classes. Right click Net Classes and select new. Give it a name and select the nets you want in the class. Now go to your design rules, create a new clearance and give it a name like HiCurrent or whatever you want. Select Net Class and and select the net class you created. Make your spacing rule 16mils. Creating classes help you to keep track much easier than selecting individual nets. Also makes it easy to add or remove nets within the class

Use OR instead of AND while passing query.

Creating net class and passing the query for net class is the best way.
