what is 'silkscreen' and 'solder mask' in PCB development?
does it effects the performance of a design?

Hi,
PCB solder-mask is a layer of pcb that covers the top or bottom layer and protect the copper from etching, also at the soldering process it prevents making unwanted junctions.
PCB silk-screen is a layer on the board that is useful for mounting components, ordinary include the components name or value or name and version of the board.
 

silkscreen is just like labels.

Soldermask and silkscreen are applicable only for top and bottom layers.

SOLDERMASK-it is a nonconducting material poured on the top and bottom layers except on pads.

SILKSCREEN-it is text present on external layers to indicate the components
