Basically the Dimension layer defines the PCB shape, so yes, you could draw a circle in that layer (assuming the PCB manufacturer has no issue
with this shape; you may need to check). Or, you could have a square PCB, and have routed slots cut out so that the circular PCB can be 'snapped' out.
yes you can make a circular shape. or any custom shape, that depends how you draw the dimension layer. I had designed complex shaped boards and it requires no extra effort other than drawing the dimension on the dimension layer.
