how to make voltmeter without micro controller ??

how can i make voltmeter with ADC0808 without micro controller
this is my project in my collage !!!
can anyone help me ?!!

Put eight LEDs at output of ADC0808. Then we will say that this is a voltmeter with BINARY display.
Or better to change project and take a new project like making a voltmeter with ICL7107.
In ICL7107 there is A/D conversion with direct BCD output, but no BINARY to BCD convertion.
