how can i simulate the atmosphere effects

Could you please guide me about any software able to simulate the atmospheric effects such as rain attenuation, fog attenuation ....etc

Many people simulate those complex natural phenomena; what they get is simulated results. One must observe and work on the problem by experiments, and for a long time.
This is why ITU runs a long Document series on wave propagation, gradually collecting data from around the globe. Real world is not so simple to be simulated.
