What is important is the amount of output power required to be generate by this power supply. In order to choose the best solution you need to provide the necessary current for the 10V output.

Yes power power current ?
what is the load ? is isolated
talking cheap u can do that with a 250vac 1uf capacitor 50k resistor and 5.1 zener.
DO NOT DO WHAT I SAY IF ANY PART NEEDING ISOLATION, TELL US EXACTLY WHAT U ARE DOING.

also see transformerless power supply

Are you trying for an AC or DC output?

I want to design a variable Dc power supply but without transformer.

thanks to all for your interest.

Maybe u mean a variac.
what is your voltage range and current range ?
