Why the top most metals have less resistance?

Why the top most metals have less resistance?. Why not the bottom one?.

@karesz, Thanks alot.. Can you explain little bit more in detail?.
 

Higher metal layers have more thickness than lower metal layers that why they have less resistance compared to lower layers. Higher metals layers are used for power to avoid IR drop issues.
