In standby mode (when the smps is ON)that sound is normal
It can be rectified if you can apply a signal to the shutdown pin while on standby Or put some minimum load always

There is some problem in your DC DC converter let us rectify that problem first before proceeding to H bridge
1 Disconnect the H bridge from circuit power on the DC DC converter and check output voltage
2 connect 180V 50w load and measure output DC voltage...
1) thermistor1 pulled up to 5V because maybe the other end of thermistor is grounded . so that they form a voltage divider

In that circuit regulated voltage is 50V so 36 plus 11 plus voltage drop in 4n25 LED makes near 50 and thus regulated. 510 ohm resistor is for current limiting to the LED portion of opto 4n25
If the file is in desktop you would have surely got it by doing as above in the search, I think the file is missing or corrupted. What was the OS on the laptop?
