can please tell me the design procedure for a supply independent bias circuit
 

supply independent biasing

For example if we want to make the one shown below (taken from Razavi) the PMOS should be made good mirrors so make their gm's small lengths large. The NMOS size and ratio with Rs and the current in the strings is given by the expression shown. If you know the current you want you can choose some Rs and size the transistors.
