Can you specify your IR sensor and IR transmitter ?
If your sensor is 38kHz, do you correctly use 38kHz pulse in transmitter ?

Why are you using the photodiode in photoelement - voltage mode? It's the least sensitive circuit you'll find and exposing a diode temperature coefficient to cap it all.
I don't have the chip and the PCB I have only LM339 with those sensors.....If nonmodulated DC light sensor is sufficient, you can try this circuit. It works with LM324 and single supply voltage.
